Integrated Services for Public Entities in Energy Performance Contracting (EPC)
Project Overview

The OSS Facilitator EPC project (LIFE23-CET-FEPC) aims to address key barriers in the Polish Energy Performance Contracting (EPC) market, including a lack of stakeholder knowledge, high entry costs, complex procurement procedures, and limited availability of expert staff in public institutions. By establishing a One-Stop Shop (OSS) EPC Facilitator, the project seeks to support public entities, ministries, financial institutions, and Energy Service Companies (ESCOs) in the development and implementation of EPC projects in public buildings.
Specific objectives
(1) PESTEL analysis,
(2) study of the potential for the use of EPC in local government broken down by type of models, identification of the potential of ESCOs either existing or potential for local governments,
(3) analysis of the conditions under which banks and funds would be ready to finance ESCO projects.
Provide a one-stop-shop for knowledge and resources on the process of preparation and signing Energy Performance Contracts by setting up One Stop Shop „EPC Facilitator”.
Boosting the development of EPC projects by preparing 4 basic types of model contracts and conduction the entire four different facilitation processes:
a small project in the field of thermomodernization of buildings (less than EUR 5 million investment),
a large project in the field of thermomodernization of buildings (over EUR 5 million investment),
a project covering only energy management in buildings,
hybrid project (co-financed by the EU or national funds).
Long-term self-sustainability of the OSS EPC Facilitator and the FEPC project, running without subsidies to cover running costs of facilitation through preparation of a pipe-line of 100 EPC potential projects
Grow a community of practice, increase stakeholders’ knowledge and capacities, and maintain an open forum for practical discussions by reactivation of ESCO Club.
Increased knowledge of the 500-stakeholder group on implementation of EPC projects by public entities by development and execution of trainings and webinars.
Provide public authorities and other stakeholders with hands-on resources to implement EPC hybrid projects through preparation a handboo.
Provide public authorities and other stakeholders with broad information to support implementation EPC projects through preparation EPC on-line Platform with cooperation with Ministry of Climate and Environment.

It conducts national and international educational projects and provides services to local governments related to the implementation of a low-carbon economy. Agency has also long-term experience in energy and technical advisory in ESCO/EPC projects
